Technically speaking, just about everyone can fall under this category before they are integrated into any of the other groups; and may still be included under this title even after, depending on the groups. Consider Civilians to be general residents and vacationers, as involved in the politics, law, etc. as the common person.
Civilians don't have to be residents of the area of course but should have an ID of some kind, real or forged depends on the character but won't be an issue unless you'd like to use it as a plot device. With the city under the control of unmarked droids (NPC) however, surveillance is high. Droids may be owned but are considered to have rights by the current governing force, and if someone is caught mistreating their droid, it will be taken away and the offender may be arrested.
